    Description

    The Director of Human Resources leads the development and execution of strategies and programs to attract, retain, and develop qualified and engaged employees in order to assist the Archdiocese in achieving its mission. This role provides tactical leadership across all human resources functions, including health and welfare benefits, compensation, legal and policy compliance, performance management, professional development, recruitment, employee relations, etc. The Director of Human Resources partners with senior leadership to align people initiatives with organizational objectives and leads through hands-on guidance, policy development, and direct involvement with managers and their teams, as needed. The Director of Human Resources also oversees programs to promote a safe environment and protect children and other vulnerable persons.

    In addition, this position supports a uniquely broad and decentralized workforce of more than 5,000 employees serving in parish communities, Catholic schools, and ministry agencies located in rural communities, suburban neighborhoods, and urban centers across central and southern Indiana. The Director must demonstrate the ability to understand, navigate, and balance the distinct needs of these diverse ministry environments while ensuring, strengthening, and upholding consistency in standards, compliance, and mission-focused service to pastoral leaders.

    III. POSITION CONTENT

    A. MAJOR RESPONSIBILITIES AND REGULAR ACTIVITIES

    1. Leads and directs the strategic direction, implementation, and optimization of all systems, processes, and delivery of services for the Office of Human Resources
    2. Establishes and enforces standardized processes and policies to ensure consistency, compliance, and data integrity
    3. Designs, develops and implements human resource initiatives that align with the archdiocesan pastoral plan.
    4. Collaborates with senior leadership to understand the organization's goals and strategy related to staffing, recruiting, and retention.
    5. Maintains and applies knowledge of trends, best practices, regulatory changes, and modern technologies related to human resources, and utilizes this knowledge to advise archdiocesan leadership.
    6. Communicates, interprets, and clarifies archdiocesan policies and procedures, providing guidance to pastors, presidents, principals, managers, and supervisors.
    7. Ensures compliance with labor and employment laws and provides guidance to reduce legal liability in collaboration with Archdiocesan General Counsel
    8. Strategizes, designs, and manages lay and priest benefit programs (health, retirement, and wellness) to ensure competitive, compliant, and cost-effective offerings. Leads negotiations and manages vendor relationships.
    9. Establishes and administers the compensation structure for Archdiocesan agency employees to promote just treatment and good stewardship of resources. Advises parish and school leadership on best practices for compensation.
    10. Collaborates with the Vicar General, Chief Financial Officer, and Chancellor to prepare the annual budget.
    11. Develops, delivers, and evaluates training to pastors, presidents, principals, agency directors, and business managers on topics related to human resources such as performance management, recruitment, employee relations, etc.
    12. Coordinates and oversees the safe environment program for the Archdiocese, including training and background checks for clergy, employees, and volunteers who work with children or vulnerable adults. Verifies safe environment compliance by submitting annual reports to the USCCB and CARA and by participating in onsite audits.
    13. Collaborates and consults with General Counsel and other Archdiocesan leaders in the investigation of allegations of misconduct involving employees and volunteers, including reports received through the anonymous reporting system
    14. Serves as the Qualified Lay Person (QLP) for the Catholic Bishops Abuse Reporting System (CBARS) and assists the Archbishop with acknowledging, investigating, and responding to reports of abuse or cover-up of abuse by Catholic bishops in Indiana
    15. Serves as a member of the Archbishop's Leadership Team and supports the Archbishop in the leadership of the Archdiocese
    16. Attends, participates, and informs Department Heads meetings to share information and collaborate with peers
    17. Leads and mentors the human resources team, fostering a culture of collaboration, integrity, and accountability
    18. Performs other duties, as requested by the Chancellor, Vicar General, or Archbishop

    IV. POSITION SPECIFICATIONS/REQUIREMENTS

    A. SKILLS, KNOWLEDGE, AND/OR ABILITIES

    1. Ability to work effectively with people at all levels of the organization
    2. Ability to be flexible in handling unexpected situations
    3. Excellent oral and written communication skills, including active listening
    4. Proven supervisory skills and the ability to coach others
    5. Ability to think strategically and advance the overall mission of the Archdiocese
    6. In-depth knowledge of human resources management and employment law
    7. Ability to maintain effectiveness in highly stressful, emotionally charged situations
    8. Ability to exercise discretion and maintain confidentiality
    9. Willingness to support the mission of the Catholic Church

    B. EDUCATION, TRAINING, AND/OR EXPERIENCE

    1. Active, practicing Catholic in good standing
    2. A bachelor's degree in human resources management, organizational development, business administration or a related field is required; master's degree preferred.
    3. Professional certification in human resources is required (SPHR, PHR, SCP, or CP).
    4. At least 15 years of previous experience in human resources management is required

    V. WORKING ENVIRONMENT

    1. Work at a computer terminal is required for most of the day.
    2. Occasional evening and weekend work is required, with some in-state travel to parishes, schools and other sites.
    3. Access to large amounts of confidential information which must be safeguarded.
