    SUMMARY: This position is responsible for all phases of domestic infant, foster care, and international adoptions as well as pregnancy counseling.

    ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

    Reviews, assesses and strengthens policies and procedures related to the adoption and pregnancy counseling programs.
    Maintains full program compliance with all regulatory, accreditation and licensing bodies.
    Responsible for implementation and participation in an on-call system to ensure emergency and routine delivery of services.
    Plans, develops, and may participate in the following program components:
    Interview potential adoptive couples, foster families and birth parents and explains procedures of adoption process.
    Conducts home studies to ascertain motivations, expectations and ability to be adoptive parents and foster parents. Reviews and verifies accuracy of information obtained during home study.
    Provides counseling services to birth parents and potential adoptive parents.
    Coordinates contacts with other adoption services to arrange adoptions.
    Guides adopting couple through legal and administrative process of adopting child.
    Supervises and evaluates the placement of child in foster homes and adoptive families.
    Makes final recommendation about adoption to court.
    Reviews adoption records to provide non-identifying information to adoptee. Attempt to assist in location of birth parents when adoption disclosure is sought and approved.
    Participate in the overall promotion of the program by participating in budget preparation, preparing statistical data for future planning, promoting community and interagency involvement, and representing the program in state and national child care advocacy situations.
    Promote staff professional growth through established training requirements.
    Responsible for the preparation of program's employee annual evaluations.
    Represents the Agency in the community and workplace in a professional and ethical manner.
    Demonstrates sensitivity to the service population's cultural and socioeconomic characteristics.
    Demonstrates strong interpersonal, decision-making, problem-solving, oral, and written skills.
    Utilizes a basic knowledge of Microsoft Office applications.
    EDUCATION and/or EXPERIENCE: Master's Degree in a related field of study required with four years of experience. Two years of supervisory experience is required. LCSW or LPC certified in the state of Virginia preferred.

    WORK ENVIRONMENT: The work environment is favorable.
