SUMMARY: Assist Program Manager and lead shelter staff in maintaining a safe, clean, and accessible shelter environment for adults experiencing homelessness. Manage nightly operations, including trauma-informed client care, staff scheduling, coordination with service providers and security, and data entry and reporting in the Homeless Management Information System (HMIS).

Manage nightly operations:
Prepare staff and environment for nightly operation of low-barrier, overnight shelter. Emergency shelter programs vary. Individual sites may be congregate, non-congregate, walk-in, referral-based, seasonal, or 24/7 operations.
Ensure staff understand their schedules, nightly stations, and supportive plans for high-needs clients
Complete nightly inspection of shelter/building for safety and habitability; elevate facilities maintenance and security concerns as needed
Track Incidents/Accidents and assist Program Manager in identifying ways to improve procedures to reduce Incidents/Accidents
Represent the Agency in the community and workplace in a professional and ethical manner
Deliver quality client service:
Deliver trauma-informed, client-centered service, using de-escalation methods and motivational interviewing techniques to ensure the emotional and physical safety of clients and staff
Conduct client intakes and assess for referrals to case management, outreach, and health services
Be knowledgeable of CCC and local Continuum of Care services and be able to explain services to clients using accessible and culturally appropriate language
Follow Shelter Grievance Policy, responding to client concerns in a timely manner
Provide supervision of staff in their daily performance of program duties to include the development and implementation of service standards, goals, and objectives.
Create weekly staff schedule and ensure staff and/or volunteer coverage is available for all program components
Participate in on-boarding of new staff
Review staff timesheets for accuracy
Collaborate with Program Manager to identify training needs and schedule training sessions
Complete data gathering, reporting, and HMIS compliance:
Complete Homeless Management Information System (HMIS) training, in addition to any required supplemental training offered
Train and coach staff in gathering quality data and inputting into internal records and HMIS
Complete client intakes in HMIS following community data standards
Follow client confidentiality standards and ensure staff are completing confidentiality forms with every client
Monitor data quality in HMIS and perform client file reviews regularly to ensure compliance with program policies and procedures and relevant local, state, and federal regulations
Maintain nightly shelter log and staff reports in SharePoint
Assist Program Manager with program reporting and tracking metrics
Employ professional email etiquette and respond in a timely manner
Utilize basic Microsoft Office skills including entering data in Excel, filling in tables in Word, and saving documents to SharePoint.
Coordinate with Partners:
Serve as main Point of Contact for security team and law enforcement partners, collaborate on security measures, and provide ongoing feedback to ensure safety of staff, clients, and partnering service providers
Communicate daily with food vendor, ensuring ample meals and utensils are delivered on time
Case conference client needs with outreach, health, and other supportive service partners
Maintain safe space for community partners to meet with clients and solicit feedback for ongoing improvements to service
Represent CCC's values and maintain a professional attitude toward agencies. Report back any positive or negative engagements to Program Manager
Follow health and sanitation protocols:
Implement symptom screening, isolation, social distancing, and masking protocols as defined by Virginia Department of Health
Monitor staff in dining area for food safety guidelines adherence
Stay in communication with janitorial staff and work with Program Manager to identify any sanitation concerns

Strong interpersonal, decision-making, problem-solving, and oral skills.
Bachelor's Degree in a related field of study
At least one year of supervisory experience
Previous experience managing state and/or federally funded services
Either a past lived experience of homelessness or at least two years of homeless service experience
